In this assessment a court has to consider the
role of the user and whether his
intervention was made knowingly and whether it was necessary to give access to the content; a court has to further ask whether the act of communication to a «
public» is made to an indeterminate number of individuals where that number has a certain magnitude, and whether this communication uses technical means different from those of the original act of communication; and finally, whether the act of communication to the
public serves to generate profits for the user.
There is also a need for more clarification and creative thinking about the
roles of different stakeholders: is this a funding issue requiring greater
public sector
intervention, an education and training issue requiring greater collaboration between lawyers, law schools and other disciplines, or solely a regulatory issue?
Interventions in Charter litigation and
public interest litigation brought by lawyers and legal advocacy organizations play a
role, not only in the courts in which the matters take place, but also within the
public discourse surrounding the Charter and human rights issues raised.
In Singapore, cancer is still seen as a terminal disease with little hope of recovery, and there is also a stigma against psychological counselling and psychiatric support, facilitated by the general stigma against mental illness amongt both patients and, paradoxically, healthcare professionals.67 Furthermore, a family - centred model of decision - making tends to be predominant in Asian populations, 68 and in Singapore this is further encouraged by
public policy such as healthcare subsidies that are based on a calculation of the immediate family's total income, rather than individual income.69 Beliefs or expectations of the
role that the family caregiver ought to play may thus exist and may influence the way individuals respond to the
intervention.
TPPP and other evidence - based
interventions enjoy vast
public support because of their crucial
role in providing the information and education that young people need to grow into healthy adults.
OSCT works to challenge the paradigm of urban mobility by carrying out campaigns, temporary
interventions, dialogues and walks that raise citizen awareness, spark
public debate, and ultimately drive behaviour change, around the
role of streets in the life of the city.
