In terms of
painting, you can just
use normal primer, but I would go for a
rust inhibiting one (e.g. those sold by Bilt Hamber, Hammerite and others)- If it has started
rusting there, there is a reason for it (usually stonechips), so you might as well try and prevent it reoccurring.
I have been
using a wire wheel on a drill to remove any
rust and the remaining
paint, and glue.
Then just
use some
rust paint to spray over them.
With that said, I would just sand down the
rust areas,
use some sealer / primer, then follow with rattle cans of your color of
paint.
