Richard, yes I think it can be considered «unfair» when using the «rules» to gain an unintended advantage, i.e. intentionally dropping the ball... just because both sides can take advantage of
the same loophole does not make the situation fair.
Former Senate Majority Leader Dean Skelos used
the same loophole.
Only last month, Skelos» new appointee to the Board of Elections thwarted efforts to eliminate
the same loophole.
Many other districts have used
the same loophole to avoid competitive bidding on contracts and also solicited bond issue campaign funds from financial houses.
AA used to have
