Although the BTS and Professor Wigmore remain unconvinced, Chinese government sources are at pains to point out that from 1 January 2007 new laws effectively mean only China's highest court, the Supreme Court, will have the jurisdiction and power to approve the ultimate
sanction — namely the
death penalty — and that this in turn will lead to a significant reduction in the frequency of the use of capital punishment, and presumably will affect the availability of transplantable organs.
