If
you sand AFTER waxing - it takes a bit more elbow grease, and you will probably want to add another layer of clear wax to protect the raw areas you sanded... but if this is your first time ever painting and distressing... by having a wax application on the painted piece first - you won't accidentally take off too much paint, as you learn how to finesse the sand paper with the right amount of pressure.
If
you sand after waxing, you will see you have less dust since the wax and paint removed seem to stick more onto your sandpaper.
I've noticed that when
I sand after waxing, some of the paint color gets caught up in the wax.

Some people prefer to distress
after waxing but I prefer to do it before so my
sanding block doesn't get all «gummed» up.

AFTER — Once I let the Chalk Paint dry, it was
waxed with Clear Wax and then
sanded using the method above of coarser to finer, finishing with an auto body sandpaper (600 grit) for a smooth finish.
by distressing
AFTER you applied
wax it actually gives you a lot more control when you are
sanding since it allows you to expose layers of paint or wood underneath gradually.

sand the piece all over,
after applying the chalk paint and distressing in my preferred areas for the
wax to adhere best?
After the stain + poly dried, we lightly
sanded using steel wool and applied paste
wax (this is the same technique we used on the crib).
