academy chains were performing badly and letting down disadvantaged children.

Academy network that already have a presence in the city.

Milburn also recommended a zero - tolerance approach to failure in schools,
saying that they should become parts of
academy chains if they do not meet minimum standards.
In his Autumn Statement, Mr Osborne
said the «very best»
academy chains in the north would benefit from an extra # 10 million to improve standards in schools where not enough pupils achieved five A * - C GCSEs, including English and maths.
Last year, the country's largest
academy chain, AET, moved all its information communication technology (ICT) services to Google's cloud service,
saying it would allow it to save # 900,000.
The Department for Education had accepted the
academy chain's announcement
saying: «We trust them to decide on the most appropriate arrangements for their trust.»

Labour's shadow education secretary Lucy Powell
said: «Just because they have become an
academy or are part of a
chain doesn't mean that a school will automatically succeed.
But one

says the Department for Education has been clear that trusts must become sustainable and not rely on their sponsor's cash.
Malcolm Trobe, the interim general secretary of the Association of School and College Leaders,
said salary levels were set by factors including the value - for - money the chief executives provided, and could be offset by the saving an
academy chain could bring, such as group discounts for contracts.

Hammersmith and Fulham Council in west London
says its new primary free school - Ark Conway - came about because of a three - way partnership between the local authority, the Ark

chains should not be allowed to expand until they have a track record of success in driving improvement in their existing
academies,» it

chain said it would develop its own staff and pupils with «various» apprenticeships while also offering training to other schools and

academy chains.
But with the expansion of
academies, it
says that
academy chains will play an increasingly important part in helping schools to improve.
She
said she was satisfied that inspectors could inspect the constituent parts of
academy chains.
Lucy Heller, chief executive of the ARK
academy chain,
said: «One of the benefits of being part of a strong
academy network is the importance placed on monitoring - not just to drive up standards but to ensure financial good practice.
«While some
chains have clearly raised attainment, others achieve worse outcomes creating huge disparities within the
academy sector and compared to other mainstream schools,»
says Mr Stuart.
All that being
said, I do agree with your concern about there being enough competent
academy chains.
But the report
said often a failing school will become part of a
chain of
academies run by one sponsor with a central management function.
«We will be inspecting local authorities and we should inspect
academy chains as well, if we identify underperformance,»
said the Ofsted chief.
She has
said schools will be offered help to improve first, before existing head teachers are replaced by an
academy chain.
It got more than 18,000 signatures, but the government responded to
say it is down to employers, either the local authority or
academy chain, to decide pay.
It
says that one in five
academy chains is «performing substantially below the national average for attainment and improvement» for children from poorer families.
Commenting in the story in today's Times that Nicky Morgan is considering letting the best - performing councils run their own
academy chains, Dr Mary Bousted, general secretary of the Association of Teachers and Lecturers (ATL),
said:

Morgan also for the first time
said her department needed to look at Ofsted being empowered to inspect
academy chains, a power Wilshaw has sought.
Rich Davies, head of data for
academy chain Ark, which sponsors the
academy,
said: «There was a real focus on maths and English and we have seen a massive uplift in those results.
The National Children's Bureau
said there was evidence that local authorities were often as effective as
academy chains in providing high quality education.
Two years ago a report from inspectors accused the
academy chain of «low expectations» and
said that too many pupils were «not receiving a good enough education».
Responding to concerns about the capacity of finance bosses to deal with issues in
academy chains, EFA boss Peter Lauener
said his agency had an «extensive monitoring system» to look at financial issues, and
said any concerns were always discussed with schools commissioners.
