State, district, and
school average results are included in relevant sections of the report to help parents understand how their student's performance compares to that of other students.

To the extent that one believes that states that expected to gain the most from accountability policies adopted them prior to NCLB, one might view the
results we present as an underestimate of the
average effect of
school accountability.

schools where student
results were lower than
average, where behaviour may have been an issue, so someone needed to step in to make a difference.

school differences in student performance in PISA have been increasing.
