The SNA also opposes aspects of the new «Smart Snacks»
rules which have improved the snacks and other «competitive foods» sold on
school campuses.
The Competitive Food
Rules need to be clear, simple and universal to all food sold on
campus during the
school day — even for fundraisers.
As I told you last week on this blog's Facebook page, the USDA has released its interim final
rules for «competitive» foods and beverages offered on
school campuses.
In short, the final Smart Snacks
rule closely tracks the interim final
rule that's been in effect on
campuses since the 2014 - 15
school year.
And while the
rule's nutritional standards are certainly not perfect (a lot of «better - for - you» junk food sneaks in, so long as it's «whole grain rich»), they're still an enormous improvement over the glut of junk food commonly seen on
school campuses prior to their implementation.
Texas's nutrition standards are pretty lax when compared to the new federal
rules (allowing, for example, 28 grams of fat in a given item), but the TDA has relied upon them since 2009 to curb sales of the worst junk food on Texas
school campuses.
(The
rules could go further, of course, by banning all advertising on
school campuses.
A few weeks ago I told you about the newly released, proposed USDA
rules which would use district wellness policies as a vehicle to curb junk food and beverage marketing on
school campuses.
As I outlined in a piece for Civil Eats, the House CNR bill would have seriously undermined key
school food provisions, including taking a decidedly anti-science approach to
school nutrition standards, significantly limiting the Community Eligibility Provision (which provides free meals to students in low - income areas without paperwork or stigma) and opening the junk food floodgates on
school campuses by gutting the Smart Snacks
rules for competitive food.
The SNA is also asking USDA to extend the comment period on the new competitive food
rules which, if they go into effect as planned on July 1st, will represent the first meaningful regulation of snack foods on
school campuses, everything from vending machine offerings to the items offered in cafeteria «a la carte» lines.
As the chairperson of the nutrition committee of HISD's
School Health Advisory Council (SHAC), I'm working with a dedicated group of parents and public health professionals to address the issue of a la carte foods in HISD — both the items sold by the district itself (like the Flaming Hot Cheetos above) and items sold by parent and student groups (usually in violation of state
rules) as
campus fundraisers.
The Massachusetts
rules deserve the accolades they've received and the
rules will certainly improve the food made available to kids on
school campuses across the Commonwealth.
