The new
budget doubles the
program appropriation to $ 770 million, and expands the funding eligibility list to include facilities owned by
school districts, housing authorities,
library systems, fire districts and private non-profit colleges and universities.
Last week the City Council approved Mayor Bloomberg's $ 63 billion «austerity»
budget, cutting funds for
schools,
libraries and social
programs.
Faced with a $ 2 billion
budget that falls short by at least $ 101 million, the district must cut spending on each
school by 6 percent, leaving district leaders to strip some or all art, music, physical education and
library programs from three out of four
schools next fall.
The hearing marked a major departure from the
budget process under former Mayor Michael Bloomberg, when Council members fought cuts Bloomberg repeatedly proposed to fire houses,
libraries, and after
school programs.
As
school budgets have shrunk, local
school administrators have often chosen to fund other
programs rather than
libraries.
These cuts are primarily driven by three factors: overstaffing in the previous
school year; nine
schools getting less federal funding for after -
school programs; and the District moving the management of Measure G
library funds from
school budgets to the central office
budget.
Sadly, there are still many
schools lacking a full - time certified librarian, a loss often resulting from
budget cuts or a lack of vision, despite many studies correlating an increase in reading and test scores with a thriving
library program.
