This is the idea of a Public
Schools Real Estate Trust, which was developed by Paul Hill at the University of Washington.
He consulted for the Education Commission of the States (ECS) in its 1999 report, Governing America's Schools: Changing the Rules, which described a «public

school buildings and have the authority to lease and develop properties so that all
schools, including charters, would have access to publicly subsidized space.
An independent
real estate trust would also create positive incentives for
schools: to occupy only the space they need, and to welcome co-tenants in a building big enough to share.
Public
school buildings could be owned and maintained by a public
real estate trust.
