In early February, the National
Science Foundation announced new standards for its
research grants, under which grantees could have their
funds suspended or revoked if their institution finds that a grantee has committed harassment.
Conducting successful
science on a shoestring budget makes for a good story — but it is, more importantly, a vital skill set
in times of declining
research funding.

Among the largest deficits have been researchers
in science, technology, engineering, mathematics, and medicine — areas largely
funded by high - spending agencies such as the Medical
Research Council and the Engineering and Physical Sciences
Research Council.
The report covers about 100

Science Europe member organizations
in 23 European countries and by the European Commission, the European

As associate professor and first - author Johan Bollen writes
in an e-mail to
Science Careers, they wanted their new system to «enable scientists to set their own priorities,
fund scientists... not projects, avoid proposal writing and reviewing, avoid administrative burdens, encourage all scientists to participate collectively
in the definition of scientific priorities, encourage innovation, reward scientists that make significant contributions to data, software, methods, and systems, avoid
funding death spirals (no
funding - > no
research - > no
funding) but still reward high levels of productivity, create the proper incentives for scholarly communication (publishing to communicate, not to improve bibliometrics), enable
funding of daring and risky
research, and so on.»
The National
Science Foundation provided
funding for
research and development work on LIGO at both MIT and Caltech, leading to the beginning of its construction
in 1994.
Durrant was one of the first beneficiaries of the Welsh Government's Sêr Cymru initiative, which was announced
in 2012 as part of the government's
science strategy to identify areas of
research where Wales «has a fighting chance to be the best
in the world,» says David Allen, chair of the Higher Education
Funding Council for Wales.
In «From
funding agencies to scientific agency: Collective allocation of
science funding as an alternative to peer review,» the researchers proposed a
funding model that they claim would be simpler, cheaper, and fairer than the traditional
funding system, and more amenable to high - risk
research and chance discovery.
So far, though, Senate appropriators have allocated greater fiscal 2018 spending levels than their House counterparts for such

Federal
funding of
science and technology may fall short of what is needed to keep the U.S.
research enterprise competitive, said AAAS CEO Rush Holt, but he also increasingly hears «concerns about what I would call an ongoing trend that goes back many years, even decades, where ideology and ideological assertions have been crowding out evidence
in public and private debates and policymaking.»
In medicine today, physician - scientists and basic scientists supplement support for their
research by applying their expertise part time to develop and test commercial products.1
In my own field, vision
science, university - based researchers obtain additional
funding through clinical and electrophysiologic studies, pathology, imaging, biochemistry, and animal model development performed for pharmaceutical and instrument companies.
AAAS routinely provided
funding for student
research projects through the Academies and AAAS employees sat
in the National Association for the Academies of
Science Board.
The report highlights many important problems that countries like the United Kingdom have been focusing on to provide better support to early - career researchers, such as «the multi-facetted role of the early career researcher and the need for professional development
in areas beyond
research such as people management and winning
funding,» writes Ellen Pearce, director of Vitae, a U.K. organization that promotes the professional development of early - career researchers,
in an email to
Science Careers.
«For NIH overall,
funding rates were relatively similar among age groups» from 1980 to 2014, write study authors Misty L. Heggeness of the U.S. Census Bureau, Frances Carter - Johnson of the National
Science Foundation, Walter T. Schaffer of NIH, and Sally J. Rockey of the Foundation for Food and Agriculture
Research (formerly of NIH)
in the paper.
To help navigate through the options, a report released Wednesday by
Science Europe, a pan-European association of
research funders and institutions, offers some pointers about what to expect and look for

The European

research project
funded by the Swiss National
Science Foundation.
Over the years
in Congress I have gotten great satisfaction and encountered real frustrations
in dealing with
funding for
research, trying to make sure
science is applied constructively
in intelligence, military affairs, transportation, justice, gun safety, environment protection —
in all of those things.

Yet despite its high public visibility and near - ubiquity
in blockbuster Hollywood
science fiction, throughout most of its 55 - year history SETI has languished on the fringes of scientific
