The paper is among several published today in a special
issue of the Philosophical Transactions
of the Royal Society A that examine the nuances, the possible consequences, and the current state
of scientific understanding
of climate engineering.
Many letters take
issue with individual points
of climate science, but I am particularly intrigued by the ones that aim wider, targeting the very concept
of scientific certainty.
So when people question the
scientific consensus on
issues such as
climate change, vaccine effectiveness or the safety
of genetically modified organisms (SN: 2/6/16, p. 22), it's no surprise that one
of the first inclinations
of journalists and scientists has been to think, hey, these doubters just don't know the facts.
Eugene Parker, the discoverer
of solar wind, writes in the foreword to Svensmark's new book, The Chilling Stars: A New Theory
of Climate Change, «Global warming has become a political
issue both in government and in the
scientific community.
There is probably no greater
scientific heresy today than questioning the warming role
of CO2, especially in the wake
of the report
issued by the United Nations Intergovernmental Panel on
Climate Change (IPCC).
Indeed, simply reading an article that affirmed the power
of scientific progress to successfully address global
issues such as
climate change (vs. reading an article which questioned its efficacy in doing so) was enough to significantly increase the degree to which participants saw order in the world.

House Bill 368 would encourage teachers to present the «
scientific strengths and
scientific weaknesses»
of issues that «may cause debate and disputation,» including evolution and
climate change.

Obama, he said, elevated the role
of science and technology advisers throughout the executive branch, put in place plans to mitigate and prepare the United States for the impacts
of climate change, set up health research initiatives to tackle such priorities as cancer and brain research, worked with international partners on
scientific issues and used the White House as a platform from which to herald science and education, particularly for children.
Over three - quarters
of Americans say
climate change is an environmental and
scientific issue.
In an email to his staff last week, Larry Marshall, chief executive
of the Commonwealth
Scientific and Industrial Research Organisation (CSIRO) in Canberra, «stated that up to 350 jobs could be eliminated over the next 2 years, including 110 positions in the Oceans and Atmosphere division, the bulwark
of CSIRO's
climate research,» Leigh Dayton reported in this week's
issue of Science.
It's just amazing that, you know, you could capture that much information and it's interesting in the
scientific perspective because what we are finding right now with
issues like
climate change and conservation is that we really need fine - grained samples from very large geographic areas to really understand the dynamics
of species range movements and how fragmentation is occurring and many biogeographic questions, and literally, the only way we can do this is through voluntary networks like this because it would cost billions and billions to send professionals out at that finer scale to understand it.
The IPCC [the United Nations» Intergovernmental Panel on
Climate Change] took a shortcut on the actual
scientific uncertainty analysis on a lot
of the
issues, particularly the temperature records.
As Jeffery D. Sachs argues in this month's
issue of Scientific American, the failure to play a more active role is policy proposals — namely in health care and
climate change control — has created weak policies and a suspicious American public.
In addition, numerous studies that have surveyed the state
of scientific agreement on the
issue report that more than 97 percent
of independent
climate scientists agree that human - caused
climate change is a reality.
The letter ends with a promise
of collaboration, saying, «We in the
scientific community are prepared to work with you on the
scientific issues important to your deliberations as you seek to address the challenges
of our changing
climate.»
Some years ago, our colleagues showed that people's perception
of the level
of scientific agreement was associated with belief in
climate change and policy support for the
issue.
Moreover, we found that when respondents» perception
of the level
of scientific agreement increased, this led to significant changes in other key beliefs about the
issue, such as the belief that
climate change is happening, human - caused and a worrisome problem.
He has authored over 400
scientific articles, most
of which relate to atmospheric chemistry and
climate issues.
Leaders
of several
of the nation's top science organizations say they've been shunned by the Trump administration and are alarmed by signs that the administration will muzzle government researchers and reject the
scientific evidence that informs such critical
issues as vaccine safety and
climate change.
In the January
issue of the journal «Nature
Climate Change» Ulf Riebesell, professor for Biological Oceanography at GEOMAR Helmholtz Centre for Ocean Research Kiel, and Jean - Pierre Gattuso from the French Centre National de la Recherche Scientifique (CNRS) urge the international
scientific community to undertake a concerted interdisciplinary effort.

«It's a real achievement
of the
scientific community,» said Noah Diffenbaugh, a Stanford University
climate researcher who has conducted attribution research but wasn't involved in this year's BAMS
issue.
Climate change and energy security are two
issues that have reached a level
of importance to society and are also
scientific drivers at Caltech.
The National Academy
of Sciences
of the U.S. (set up by President Lincoln to advise on
scientific issues), as well as major National Academies
of Science around the world and every other authoritative body
of scientists active in
climate research have stated that the science is clear: the world is heating up and humans are primarily responsible.
The silurian short story and related research paper was obviously intended to 1) be thought provoking 2) draw the general public into
scientific issues and 3) provide some light relief from the serious and sometimes depressing
issue of climate change.
The National Academies, fulfilling a congressional request, have
issued a trio
of invaluable reports affirming the
scientific case for a growing and largely harmful human influence on
climate; proposing a path and strategies for curbing American emissions
of heat - trapping gases; and urging the country to work to cut risks attending life with no new «normal»
climate patterns or coastlines.
Their initial piece, «
Climate change is real: an open letter from the
scientific community,» is on The Conversation, an academic Web site aiming to provide a credible source
of information and analysis on important
issues as traditional journalism shrinks.
The lack
of a responsible government agency on global
climate change explains the reasons why contrasts between
scientific peer review and the processes
of the popular press are greatest with the
climate change
issues.
It is very odd and very noticeable that the
issue of pollution as opposed to global warming is rarely now mentioned by all the
scientific bodies engaged in the
climate change debate.
My blog is a way
of focusing on actual arguments about
climate change policies as they unfold, teasing out these arguments the often hidden ethical questions, and inviting the world to see these questions not as «value neutral»
scientific or economic questions but as ethical
issues.
I also suggest that those
of us with a
scientific training who work in other fields but have a fair grasp
of the
issues have some obligation to speak out on
climate change — within the bounds
of our understanding.
With more and more credible, influential
scientific minds concluding that
climate change is not a significant
issue and that man is not the cause
of the temperature fluctuations that occur, it is only left wing ideology that inspires this kind
of legislative foolishness.
These communication problems extend well beyond
climate,
of course, and crop up any time a
scientific issue gets into the media spotlight.
In fact, as with
climate, there are real
issues related to spin and the realities
of the
scientific and economic research, but there is also strong evidence for a real problem deserving a response.
At the same time, the
scientific issue of how
climate change might affect the incidence
of severe thunderstorms and tornadoes should form an important avenue
of research.
(i) assessing the
scientific information that is related to the various components
of the
climate change
issue, such as emissions
of major greenhouse gases and modification
of the Earth's radiation balance resulting therefrom, and that needed to enable the environmental and socio - economic consequences
of climate change to be evaluated,
Thankfully, on Tuesday and Wednesday, the
climate panel is holding its first «expert meeting» on
climate communication, in Oslo (there's a long list
of earlier special sessions on a variety
of scientific issues).
Interestingly, Hoerling immediately raises the
climate policy
issue (stating that mitigation efforts would not prevent extremes) and even denounces our Perspective as «policy - direct», even though we do not even mention policy — it is simply not the topic
of our article, we exclusively discuss
scientific questions and we point out at the outset that societal impacts and possible policy strategies are discussed in the SREX.
The findings
of V+S represent an important contribution to the ongoing
scientific discourse on the
issue of climate change impacts on tropical cyclones, and the study should spur additional work looking at the complicated
issues involved in greater detail.
Climate change skeptics often highlight certain
scientific results as a means
of confusing this
issue, and that appears to be the case with Mr. Gunter's description
of our recent results based on data from Argo buoys.
There are no big surprises in the voluminous reports, but they do provide a great guide to both the
scientific and societal
issues attending using «
climate interventions» — the reports» phrase for geoengineering techniques — to counter humanity's continuing intervention: the release
of tens
of billions
of tons
of carbon dioxide a year.
Many
of the world's professional
scientific bodies have
issued statements calling for government action, and various individual
climate scientists have forcefully expressed their concerns in public venues.
I see this as a gap given that some
of the most important
issues related to the past performance
of the
climate panel and its utility going forward concern the interface between its
scientific assessments, the governments that have final say over the reports and the wider audience.
