Yes, it's unrealistic to think a Round 3 or 4 pick could instantly step in and perform better than Tartt right off the bat, but as we saw with 4 guys the 49ers drafted in Rounds 3 - 7 in 2017 (Witherspoon, Kittle, Taylor, & Colbert) it's not at all unrealistic to think the new guy could be as good as or better than Tartt by the middle of the season.

I see those 3 guys as the best «players» on our team next year, which is why I think he shuffles roles as necceasry to keep them on the court.
