The first step in the Secondary Academy for Success (SAS) plan was a program that included a series of skill - building and planning workshops for a self -
selected group of students who were interested in changing their school.
In conducting this analysis, we also needed to account for the fact that the students who were held back were
a select group of students who could differ in important ways from the promoted students.

of self selection, attrition and replacement would be for KIPP to run a substantial number
of «conversion» charter schools — schools in which KIPP educates
students who happen to live in a particular neighborhood, rather than a self -
selected group of students.
Because these charters held a lottery to
select their
students, the research team could compare the achievement
of applicants
who were admitted with a similar
group who remained in a traditional public school.
