The administration also leveraged $ 4.3 billion in stimulus money that Congress approved for education, creating
a series of competitive grants known as Race to the Top, pumping to a new level this type of award.
It has been nurtured in many ways: by research into basic issues in theological education underwritten by
competitive grants offered by the Association
of Theological Schools (ATS) and funded by the Lilly Endowment, Inc.; by the work
of some theological educators commissioned by the Endowment to think about these questions; and by a
series of seminars and conferences convened by the ATS to discuss some
of the results
of this research and reflection.
In its race to meet a looming deadline to apply for a
competitive federal
grant, the State Board
of Education adopted a
series of legislative proposals to overhaul how Connecticut's charter schools are funded — proposals that are neither realistic nor reasonable and that could ultimately siphon money from communities for traditional public schools.
