A succession of activists, including many councillors, protested that allowing parents to
set up new schools beyond town hall control would benefit better - off families to the detriment of those in poorer areas, and could also lead to selection by the back door.
The
new proposals look to
set up a specific point of contact at local councils for parents and teachers in order to raise concerns about a child, as well as introduce
new measures to discover how many children are being home -
schooled beyond the reach of inspectors.
