Since states would soon need new standardized tests aligned to the CCSS standards for use in
teacher evaluations, it must have been a coincidence that Secretary Duncan had already awarded over $ 300 million to the Partnership for Assessment
of Readiness for College and Careers (PARCC) and Smarter Balanced Assessment Consortium (SBAC) in 2010 to develop
shared assessments for the standards that had been completed in June
of that year.
Yet, what's not getting as much ink is that detractors are far from satisfied with the postponement, citing continued privacy concerns regarding the
sharing of student records with inBloom — an Atlanta, Georgia - based technology nonprofit which stores and consolidates students» information from school districts across the country — and a continuation
of standardized testing tied to
teacher evaluations for third grade and up.
It will also require a culture
of shared responsibility and mission as more players claim a stake in the outcomes
of teacher evaluation and take a more active role in designing
evaluation systems.
