I would use one of the water - based KILZ primers.
We found KILZ MAX worked the best for stain blocking unless you go the ultra toxic route.

I did use Kilz Original oil based primer to finally get rid of the stench... luckily for me, it only took one coat to do the job:)
However I have noticed a lot of people prime their floors with Kilz or shellac paint.
Usually, we can seal over smoke in walls & trim with just Kilz but for some reason, Kilz doesn't handle the popcorn or texture as well so we use Coverstain there.

Hi Phyllis — If you plan to distress the chalk paint in areas with sandpaper, you will see the stark white of the Kilz against the warmer white of the Old White.

She ended up using Kilz Oil Based Stain Blocker in the spray can.
