The phrase
"skirt pieces" refers to separate sections or parts of a skirt.
Full definition
Right sides facing and matching raw edges, stitch the
back skirt piece to the main seat piece and trim and press open seam allowance.
This frame needs to be able to fit between the
front skirt piece (side rail cut to size) and the back of your bench (the headboard).
This is the part I'm most proud of, because instead of using the pattern's
gathered skirt pieces, I decided to draft my own circle skirt and it actually worked.

There are only 4 pieces - 2 bodice pieces and 2
skirt pieces.
After gathering
the skirt pieces at the waistline, and adding in - seam pockets, I attached the skirt pieces to the waistband / bodice pieces.
I was extra mindful of the stripes alignment... the stripes match right from the neckline pieces, to the bodice, the waistband, and
skirt pieces!
I haven't sewn with it yet since all that matching gives me the heeby jeebies, but now that you mention it... this would be a good pattern for plaid since there's only a bodice front and back and
skirt pieces to worry about!
The waistband &
skirt pieces should be the entire length of your waist plus extra fabric to that you can overlap the wrapped skirts.
Then, you can attach the front
skirt piece (cut down side rail of bed) to the 2 ″ x 4 ″ support base using small nails or brads.
I'm making the skirt now and I'm having trouble with some of your instructions: «Next, pin the ends of
the skirt piece to the end of the waistband.
I also prefer to go skirtless, in the traditional sense of
a skirted piece of furniture, but in line with your later comment, I do have pieces that do not show the leg (but aren't skirted).
7) Slip stitch lengths of hook and loop fastener in place on the wrong side of the side
skirt pieces and the right side of the back skirt piece (as shown in the illustration below).
6) Stitch 2.5 cm hems along the bottom edges of all
the skirt pieces, as well as the side edges of the back skirt and the top and side edges of the side skirt pieces where they extend to the back of the chair.
6) Right sides facing, matching raw edges and centring the skirt seam along the back edge, pin then tack
the skirt piece to the top piece all round 1 cm from the edge.
4) Right sides facing and matching raw edges, fold
the skirt piece in half by bringing the two short ends together to form a ring.
