The state thus regulates its private school choice programs through a «
sliding scale,» providing schools multiple options of varying regulatory intensity through which to make
seats available to publicly funded students.
Half of the
seats will be tuition - based, priced on a
sliding scale based on the family's income, and the other half will be free through HeadStart.
