If you combine the data for all years (I did 1970 — 2000) and subtract the shape of the left of the graph (stations that cooled) from the shape on the right, it appears that most of the warming appears to come from
a small number of stations that warmed around 2 °C in a year, rather than all stations warming 0.02 °C.
