If it had been there for years and was starting to effect the paint I would clean it with a q - tip and a
vulpex soap mixture follow by water and then a dry cotton ball to lick up all the moisture.
You should swirl your brush around in the mixture and also press down with moderate force so that it exposes the base of the bristles to
the soap mixture.
Make sure you're frequently dip the toothbrush into
the soap mixture.
You can tell when you have reached trace when your mixture is still fluid, but a drop or drizzle of
the soap mixture stays on the surface for a few seconds before falling back in.
Add your hot water / lanolin /
soap mixture to a sink or basin of lukewarm water (or, if you are using the tap water method, simply turn on your tap again and add some lukewarm water to the mixture).
Pour
the soap mixture into the water and stir until combined.

The soap is traced when your stirring causes lines in the mixture that stay in place or when a drizzle of
the soap mixture retains it shape on the surface of the soap.
