We can barely predict in the
roughest of terms how many of the
waves are likely to nucleate into storms (not all of which start off of Africa —
sometimes they nucleate in the Gulf of Mexico,
sometimes in the Caribbean,
sometimes in the middle of the Atlantic), and the distribution of energy among those storms.
