Forgive me for being cynical, but Achievement First is only now interested
in Special Education children because their prior disinterest has proven indefensible and embarrassing.
For example, a district with 25 % of its students identified as having a disability necessitating special education services receives the same amount of special education funding as a district that has identified 12.5 % of its students, even though it is responsible for educating twice as
many special education children.
Howell disputed Murphy's claim, insisting that laws require the district to have sufficient resources to
serve special education children in regular public schools.
«But we will not do it at the expense of
our special education children.»
For
a special education child being educated in a regular classroom, it should «enable the child to achieve passing marks and advance from grade to grade.»
In theory,
every special education child is entitled to a free, appropriate public education provided at public expense.
Charter schools simply do not force kids out —
special education children or otherwise.
For
a special education child being educated in a regular classroom, this means a program that can «enable the child to achieve passing marks and advance from grade to grade.»
Parent Participation IDEA strongly supports parents» right to be involved in
the special education their child receives.
