The reductions in state

education — or recruiting diverse populations into the profession, the existing, incoherent pipeline isn't
cutting it.
And the impact of their massive standardized testing scheme is equally clear;
cut back on instructional time, reduce «
specials» like art, music, physical
education and devote more time to test prep and standardized testing.
Collectively, level funding through the appropriations process and the
cuts of sequestration have exacerbated the need for school districts to raise taxes or use local budget dollars to cover an ever - growing share of the federal contribution to
special education.
In December, the MMSD administration forwarded a consulting contract with District Management Group (DMG), which has a reputation for cost -
cutting measures to reduce
special education staff and segregate students with more significant disabilities.
