To be eligible for HECSE membership, colleges and universities must operate special education personnel preparation programs, offer Graduate - level special education teacher preparation programs,
prepare special education leadership personnel at the doctoral level; and have at least five full - time faculty members with doctorates in special education or similar field.
The Higher Education Consortium for Special Education (HECSE) is a national organization that represents major university programs that prepare personnel for
special education leadership roles.
Goal 2: Communication and Leadership:
Build Special Education leadership capacity to ensure that Special Education Directors in LEAs have the knowledge and skills to ensure compliance with IDEA and promote best practices for students with disabilities in their agencies.
Through a yearlong program (August 2018 - August 2019) that will include a three - day workshop in August 2018, followed by monthly, two - day seminars, observations, assignments, and field experiences, cohort members will have opportunities to gain knowledge, skills, and experiences that will help them to excel in positions of
special education leadership.
This special education leadership initiative, established in 2008 to assist school divisions and state - operated programs with succession planning, is designed to help prepare potential leaders for administrative positions in special education.
The emphasis of the project is applying research to practice in
special education leadership.
