Assigning a
student to a
special education category is a fateful step that should not be
taken until all other options have been exhausted.
You only have to look to the state of Texas and the fact that it
took 12 years and a tenacious reporter from the Houston Chronicle to expose an egregiously and artificially low cap on
special education and related services that led to the denial of services to thousands of
students.
