[247] Some labour arbitrators in Ontario have considered a breach of a collective agreement as a factor in assessing undue hardship: see, for example, Chatham - Kent Children's Services v. Ontario Public Service Employees» Union, Local 148 (Bowen Grievance), [2014] O.L.A.A. In the United States, more than 1.5 million children are born to unmarried parents each year.1 Many of these children will grow up in single - parent households, a backdrop that can adversely affect academic performance, emotional development, and long - term socioeconomic outcomes.2 Moreover, without specific legal action on the part of unmarried parents, these children will not share the same rights as children born to married parents.

In other words, if the biological father does not take specific steps to assert his parental rights within the first four months of the child's life, his parental rights may be terminated without his participation in the adoption proceedings.
