The rules of Ramadan as we understand them, and if we have got anything wrong please correct us, are that for a calendar month (the ninth in the Islamic calendar, the
dates of which vary and are governed by a visible crescent in the astronomical new moon) a total fast (no food, no drink, no sex) must be adhered to from dawn to
sunset, beginning before and ending after
specific prayers.
Beyond extending the
sunset date, Burr's draft would allow intelligence agencies to resume spying on communications that make mention of a
specific foreign target, widening the scope of surveillance well beyond current interpretations of the law that allow only for intercepting communications sent to or from a named target.
