I'm not even sure sprouting would be efficient for flax, I've had a bar with
sprouted flax seeds and the seeds were still very hard, I'd be surprised if they were soft enough for the body to break down, but either way, ground flax is definitely going to give you the best bioavailability — I would be worried about losing some of their benefits through soaking.

There's an easy way to
sprout flax seeds: use a small terracotta plate and a spray bottle to water it.
While you can
sprout flax, chia, and hemp seeds, most people don't, since it requires a special process.
Best is to first
sprout flax seeds and dry them before grinding to remove its high levels of phytic acid.
