The trend of decreasing coal generation can be attributed to both falling natural gas prices and
stagnant demand for electricity, but it can also be partially attributed to the increasing role of solar and wind generation: March 2016 set records for both the highest amount of monthly wind generation ever measured and the highest amount of monthly utility - scale solar generation ever measured.
The project has been plagued by billions of dollars in cost overruns,
stagnant demand for electricity, competition from cheap natural gas plants and renewables, and the bankruptcy of Westinghouse Electric, the lead contractor and the designer of the AP1000 reactor that was supposed to be the foundation of a smarter, cheaper generation of nuclear power plants.

At the same time the shift in fuels
for electricity generation began lowering the carbon intensity of
electricity in the region,
demand for electricity in the Northeast became
stagnant or started declining.
In addition, many older plants supply
electricity to small towns with
stagnant power
demands, giving little incentive
for utilities to invest in a newer model.
This technical evolution is occurring at the same time that overall electric
demand growth has been
stagnant for several years and rising infrastructure requirements are putting upward pressure on the price of delivered
electricity.
There are three likely suspects: (1) cheap natural gas; (2) the growth of subsidized wind generation in the American Midwest; and (3)
stagnant or declining
demand for electricity.
