To be sure, statewide analyses can provide accurate estimates
of the impact
of school resources — but only
if the analyst includes within the statistical model all the factors that affect student performance and, in the
standard linear regression model generally favored by RAND,
if these factors have a constant, additive effect on student
achievement.

of special education students (80 - 85 percent) can meet the same
achievement standards as other students
if they are given specially designed instruction, appropriate access, supports and accommodations» as required by federal law.
By requiring the states to set high
standards, pairing them with assessments that measured whether students were achieving those
standards, and holding schools accountable
if students failed to do so, NCLB, in the eyes
of its sponsors, would close
achievement gaps and make America's schools the envy
of the world.
The impact
of cooperative learning on
achievement means that
if schools wish to prepare students to take proficiency tests to meet local and state
standards, the use
of cooperative learning should dominate instructional practice.
The federal Race to the Top grant competition tried to stimulate competition among state departments
of education to evaluate teachers and commit their state to participate in statewide tests (based on Common Core's inferior
standards), as
if teachers, in general, were the problem, and as
if these state departments
of education, in general, were staffed by people who had effectively addressed low

If allowed to move forward, this bill will make Maryland a clear outlier for accountability
standards from other states, most

There is a strong belief that there are basic academic skills that should be demonstrated by all students and that teacher effectiveness and student
achievement can be better assessed
if there is a set
of standards to guide all educators.
Two quite different groups
of people advocate this view: one group (not much concerned with equity) believes that
if school professionals were more highly motivated, problems
of low student
achievement would be solved; a second group (passionately concerned about equity) believes that the solution is much more complicated but believes that even to acknowledge such complexity decreases the school's motivation to achieve high
standards with children who, traditionally, do not do well in school.
It will be an extraordinary challenge and an extraordinary
achievement if CIG can deliver so many environments with its extremely high
standard of visual fidelity.

if they don't understand their role, they no longer understand the goals and
