Three major developments
of the past 20
years are now bearing fruit: 1) the creation
of standards and accountability; 2) research on how the brain develops in
early childhood and its implications for pre-K
education and child care; and 3) an emerging focus on the single biggest factor in student achievement - teacher quality.
The
Education Department, along with other federal agencies and private funders,
earlier this
year awarded grants for the development
of standards in science, history, and the arts.
The men had appealed the bans which were originally imposed by the NCTL, the teaching professional
standards body and an executive agency
of the Department for
Education (DfE),
earlier this
year.
Indeed, as
early as February 2009 (registration required to read this and the next article) U.S. Secretary
of Education Arne Duncan stated that he was contemplating using «stimulus» dollars to drive adoption
of national
standards, and the CCSSI didn't even formally launch until April
of that
year.
Earlier this
year, weeks before students were to take the state's standardized test, New York Commissioner
of Education MaryEllen Elia traveled around touting the state's exams as a reliable way to measure students» progress on New York's learning
standards, gave teachers a chance to vet the questions, and then tossed out time limits on the test.
The move follows the state's repeal
of Common Core
education standards earlier this
year.

In 2008 E3 Alliance, with United Way,
Education Service Center Region 13 and San Marcos School District, led a collaborative
of Pre-K and Kindergarten teachers,
early childhood experts, and community members who worked for almost two
years, taking the best measures available, to develop the first
standard for school readiness in the history
of the state
of Texas.
During her freshmen
year in the California State Legislature, five
of seven
of her successful bills were related to
education, including ACR 45 urging lawmakers and the governor to restore funding to
early childhood
education, and AB 56 requiring
standards for installing carbon monoxide devices in schools.
Earlier this
year,
Education Secretary Arne Duncan predicted that 82 percent
of all schools would fail to meet the rapidly rising
standards imposed by the law.
For Obama's plan to work, Lisa Guernsey, director
of the
early education initiative at the New American Foundation, a Washington - based policy group, estimates it would cost states and the federal government roughly $ 8,000 per child, or an additional $ 10 to $ 15 billion each
year, to expand pre-school nationwide and for states to raise quality
standards.
If the federal government was the primary driver
of education policy in the
early 2000s, states reemerged as a dominant player in recent
years leading up to the enactment
of ESSA, driving the structure
of the post-NCLB iteration
of standards - based reform.
Recent program revisions have incorporated
Early Childhood
standards as well as
Early Childhood Special
Education standards to support our intervention
of children birth to eight
years of age in inclusive settings.
