The new regulations will still allow consumers to purchase or adopt a cat or dog directly from a
breed - specific animal rescue
organization or a shelter or pound, or from a breeder that meets basic
standards of animal welfare, such as those laid out in the bill.
In the horse world, many warmblood
breed organizations require a conformation and performance
standard for registration, and often allow horses
of many different
breeds to qualify, though documented pedigrees are usually required.

of their time to the national
Breed organization and it is through a consensus
of the breeders that the
Standard is arrived at, or changed.
