Cuomo has since 2012 taken in more than $ 131,000 in campaign contributions from three major financial firms that were then tapped by his administration to manage
state bond work without competitive bids and in apparent violation of federal rules.
The federal rule says firms can not engage in
state bond work for two years after they make campaign contributions to state officials who oversee the bonds.
Though the banks acknowledge that their PACs have contributed to Cuomo's gubernatorial campaign and also acknowledge that they received
state bond work from the Cuomo - controlled New York State Housing Finance Agency, they maintain that the individual bond dealers did not contribute to the PAC that gave to Cuomo.
The Democratic governor accepted the money — and his officials handed out the government business without competitive bids — despite federal rules that bar campaign contributors from receiving taxpayer - financed
state bond work.

Federal rules bar
states from awarding
bond work to parties who have donated to gubernatorial campaigns within the last two years (more than $ 86,000 of the campaign cash from the firms flowed to Cuomo in the last two years).
Such
bonds function as an alternative to direct public financing of housing projects: Since interest income on PABs is tax exempt, investors are willing to buy them at very low interest rates, and this makes it relatively affordable for
states, municipalities, and nonprofits to finance housing (and hospitals, infrastructure, and other public
works) through the private capital market.
NYS funding sources include $ 23.5 million in tax - exempt
bonds from HCR, $ 5.8 million from Governor Andrew M. Cuomo's New York
State Medicaid Redesign Team (MRT), an $ 820,000 Homes for
Working Families Loan (HWF) loan, and up to $ 9.3 million in permanent capital funding from The New York
State Office of Mental Health (OMH).

That very same day, Skelos praised Cuomo's «leadership,» following Moody's announcement that it had raised New York's general obligation
bond rating to its highest level since the fiscal crisis of the mid-1970s, lauding the governor for
working with the Legislature to move the
state «in the right direction.»
But it was a real possibility more than 30 years ago until
state and city officials
worked to resolve the crisis through a control board and massive
bonding plan.
In 2003 Erie County exchanged $ 2 million in County
Bond financing with the City of Buffalo for $ 2 million of Multimodal funding from New York
State; the $ 2 million Erie County received was dedicated for rail
work on the site.
