Unfortunately, many principal preparation programs fall short in equipping future school leaders with the skills they need to succeed, and
state licensure systems rarely measure the competencies associated with effective school leadership.
One obvious formal barrier for talent providers is

Because of the variations within highly qualified teacher definitions and

These programs have to spend lots of time and money and sweat equity finding a way to either clear

system for those institutions.
In some
states, dual
systems of
licensure — for «regular» and «alternative» routes — have emerged, sparking lively discussion among those who continue to be held to the «regular» requirements.
In particular,
states appear to have taken a wait - and - see attitude about changing their accountability
systems or their requirements for teacher
licensure to bring them into line with the reauthorization of the Elementary and Secondary Education Act.
In a new book, An Empty Curriculum: The Need to Reform Teacher Licensing Regulations and Tests, (Rowman and Littlefield: 2015), I make the case, with empirical support wherever possible, that the revision of the licensing

The new rule must maintain a high standard of quality for teachers and simplify the
licensure system as much as practicable, including the following: (a) simplify the grade levels licensees can teach and adopt broadfield subject licenses; (b) enable school districts to increase the number of teachers by offering internships and residency opportunities; (c) simplify out - of -
state licensure reciprocity; and (d) expand pathways for existing licensees to fill high needs or shortage areas.

state, creating a confusing and inconsistent patchwork
system.
Instead, uniform teacher
licensure systems and meaningful exams can be one part of ensuring that every teacher feels prepared to teach in any city or
state, which will ultimately lead to an increase in student success across the country.

In the current
system, once a candidate meets
state requirements, her teacher preparation program recommends her for
licensure.
Various
systems shape and support them in this endeavor, including
state licensure (or certification)
systems, local educator evaluation
systems and professional learning opportunities offered through local education agencies and professional associations.
And as
states have overhauled their teacher evaluation
systems, incorporating student achievement outcomes into their teacher effectiveness determinations, NCLB continues to exclusively consider inputs like
state certification status and
licensure test results as part of its maligned «highly qualified» designation.
New evaluation
systems coming on line across the country which prioritize effectiveness and evidence of student learning (see Goal 3 - B) offer an opportunity to bypass counterproductive efforts like transcript review and get to the heart of the matter: is the out of
state teacher seeking
licensure in a new
state an effective teacher?

State Police and meets one of the background check requirements for all prospective teachers.
