This paper, written for the Rural Opportunities Consortium of Idaho, offers policymakers and philanthropic leaders a set of recommendations to capitalize on the potential of technology to serve students: expand broadband access to schools lacking it, create an elite corps of proven
teachers who would be made available to students across the
state, and provide districts and schools with the flexibility to develop new
models of staffing and technology and to achieve the most strategic combination of personnel, facilities, and technology.
The specifics of how growth
models should be constructed and used to evaluate schools and
teachers is a topic of lively policy debate in
states and school districts nationwide.

teachers and schools can make a difference in high - poverty areas,» says Colorado
State Senator Mike Johnston, a former
teacher and principal whose sweeping tenure - reform law is a national
model.
In Smith's
model, as it was refined over time, curriculum standards serve as the fulcrum for educational reform implemented based on
state decisions;
state policy elites aim to create excellence in the classroom using an array of policy levers and knobs — all aligned back to the standards — including testing, textbook adoption,
teacher preparation,
teacher certification and evaluation,
teacher training, goals and timetables for school test score improvement, and
state accountability based on those goals and timetables.
A primary
stated goal of the California case is to «create an education system that gives every child a passionate, motivating and effective
teacher,» and it is likely to become a
model for efforts throughout the nation.
Using these four strategies, federal policy and programs can help
state and local education agencies put excellent
teachers in charge of student learning by implementing these transformative school
models and accelerating development of the tools necessary to support them.
A huge side benefit of this «independent learning»
model — and I am talking here mainly about middle - and high - school programs — is that it would double
teachers» compensation in the United
States.
For its lowest - performing schools,
states should take even stronger action, such as requiring the curriculum to be submitted to the
state for review, sending teams to observe instruction and provide coaching (per Regenstein's inspectorate), developing a
model curriculum (or placing online the curricula of high - performing schools), and / or offering professional development and courses to increase
teachers» knowledge of the domains they should be teaching.
Finally, while the motivation of the entire study was to investigate the role and effect of different
state policies, the only policies RAND's researchers actually built into their main statistical
models were differences in per - pupil spending, student -
teacher ratios, and other resource variables.
Even better, if a consortium of
states created a
model sequence, publishers could create slimmer, more focused textbooks that covered the domains in the sequence — not eight hundred pages on every topic a
teacher might want to cover.
