Unfortunately, with many approaches, low - achieving readers may conceivably go through school never engaging with texts appropriate for their age level, texts that require higher order thinking and interpretation skills such as those laid out in our national agenda and reflected in both national and
state standards documents.
The analysis of
the state standards documents led to several recommendations.
As we discussed in the methods section, the coverage analyses were conducted at two levels: (a) the extent to which the benchmarks / objectives reflect a developmental progression or «curricular path» from kindergarten through grade 3, and (b) the number of
state standards documents attending to each area of the subject matter criteria presented in Table 2.
Our examination of both the content coverage represented in
state standards documents and the appropriateness of their content serves to demonstrate this variability and to explore some of the potential consequences of that variation, both positive and negative, for children's early reading achievement.
Many national and

As many educators are discovering, Common Core
State Standards pose particular challenges for English - language learners in both language arts and mathematics, and yet the
standards documents themselves provide little guidance for how teachers can help their ELLs meet the new objectives.

In a different approach to examining
standards, McGill - Franzen and Ward (1997) first reviewed
documents to determine the fit between New York
State Language Arts and Social Studies frameworks with national
standards.
Wixson and Dutro (in press) conducted a
document analysis of 42
state standards in early reading / language arts as a way to gauge how the variability in
standards might influence their translation into local curriculum, instruction and assessment.
Districts» responses to
state reading reform were influenced by their need to reduce uncertainty, use
standard operating procedures to effect change, advertise change by producing
documents and plans, and respond selectively to policies based on the incentives attached.

Yet, while NACSA's principles and
standards document addresses special education, the new report has a notable gap in that it does not include examination of
state charter policies related to students with disabilities.
The Florida Department of Education echoed these requirements for exemplary professional practitioners in the Florida Educators Accomplished Practices (Florida Education
Standards Commission, 1999), a
