Some key reforms live on, including the federal requirement that
states test their students in reading and math
from grades 3 through 8 and once in high school, disaggregate the
results, and report the information to the public; and the requirement that
states intervene in the bottom five percent of their schools.
As a
result,
state tests were made much more challenging and the percentage of students identified as proficient dropped
from 90 percent or more to around 50 percent, a candid admission of the challenges the Tennessee schools faced.
Based on preliminary
results from the spring 2000

Amid way too much talk about
testing and the Common Core, not enough attention is being paid to what parents will actually learn about their children's achievement when
results are finally released
from the recent round of
state assessments.
First, it gave each school in the
state a very clear grade of A to F based on the
results from the
test and offered a specific fiscal incentive to schools to try to reach as high a grade as possible.
So, Marcus Winters and I examined
results from the Stanford - 9, a nationally normed low - stakes
test, as well as the
state's high - stakes FCAT, to see if the
results were similar.
This partially reflects the fact that most
states had accepted the ideas that schools should be held responsible for student performance and that
results from standardized
tests should play a large role in determining consequences (to view the consequences for schools failing to make adequate yearly progress, see Figure 2).
In many
states, the new Common Core - aligned
tests of reading and math that have recently reported student and school
results from 2014 - 15 have set a higher bar than ever before, and — if accurately and honestly reported to parents — should go a long way to deflating the «proficiency illusion» under which many schools have sheltered.
Finally,
from results of individual
state tests over time, student achievement gains tend to be larger after the introduction of NCLB than before.
Analysts have cited a legion of reasons for the
state's slide in achievement: the steady leaching of resources
from the schools that was the inevitable
result of the infamous 1970s property - tax revolt led by Howard Jarvis; a long period of economic woes caused by layoffs in the defense industry; curriculum experiments with «whole language» reading instruction and «new math» that were at best a distraction and at worst quite damaging; a school finance lawsuit that led to a dramatic increase in the
state's authority over school budgets and operations; and a massive influx of new students and non-English-speaking immigrants that almost surely depressed
test scores.
From a quite different place on the political spectrum, the New York affiliate of the National Education Association has withdrawn its support for the Common Core as implemented in that
state, and the American Federation of Teachers is calling for a moratorium on all consequences attached to student
test results while the standards are being implemented, a policy that has been affirmed in California.
When
results from the 2010
tests, which
state officials said presented a more accurate portrayal of students» abilities, were released last month, they came as a blow to the legacy of the mayor and the chancellor, as passing rates dropped by more than 25 percentage points on most
tests.
Oregon is not alone:
from California to Massachusetts to Alaska,
results on the Smarter Balanced, PARCC, and other new
state tests show significant numbers of schools struggling with the higher standards.
