Overall, OUSD continues to lag
behind statewide proficiency rates at 16.6 percentage points below state ELA proficiency and 12 percentage points below state Math proficiency.
New York, for example, went from a statewide reading proficiency rate of 55.1 % in 2012 to
a statewide proficiency rate of 31.3 % in 2013 following the implementation of the Common Core Assessments.
At the eight schools, where 80 percent to 95 percent of students qualify for free and reduced - price meals, most students in almost every grade topped
the statewide proficiency rates in both reading and math on the 2012 and 2013 Maryland School Assessments.
The statewide proficiency rate remained unchanged at 62 percent.
