She is the head of the Cobras, the unit of boss characters you fight throughout the game, and as you learn more of her story you realise she was playing a larger part in
the story than any other character.

other entries into this super-powered universe, efforts like Thor: The Dark World, Avengers: Age of Ultron and Captain America: Civil War, struggled to come across as anything
other than vehicles conceived and designed to get all of these
characters into one place at the right time for this May's massive Avengers: Infinity War, none of them working outside of the larger
story being told and as such aren't very entertaining or worth watching more
than once.

Some guesses make more sense
than others (many stated in previous comments), but nothing in this book gave me a clue - I see this as a failure to underdeveloped this thread - the title of the book; some
story about wolves - just enough so the reader has some connection to the main
character - would have helped.
To take an extreme example: if the main
character of your romance is afraid of snakes, it will only interrupt the
story if you then drop that
character into a pit of snakes every few chapters for no
other purpose
than to invoke some tension (except, maybe, if the love interest is a snake charmer).
Some had more relatable
stories and more developed
characters than others; some were truly fantastic.
For while some
character stories are tragic (and his certainly is), his
story is more redemptive
