school reform could remedy.

schools, and contexts, efforts to redistribute teachers without attending to context could readily reduce the overall quality

More analysis needs to be done here,
of course, because the kids aren't identical and it's possible that

effectiveness explain much
of the achievement track record.
If it does not, we will end up drawing false conclusions about the relative
effectiveness of these
students» teachers and

Nevertheless, even the most conservative
of our three methodological approaches suggests substantial variation in principal
effectiveness: a principal in the top 16 percent
of the quality distribution will produce annual
student gains that are 0.05 standard deviations higher than an average principal for all
students in their
school.
One way in which NCATE attempts to demonstrate its
effectiveness is by citing the fact that the three states that required NCATE accreditation for all
schools of education during the 1980s — Arkansas, North Carolina, and West Virginia — experienced greater than average increases in
student achievement on the NAEP assessments during the 1990s.

By a 10 - 2 vote, the Senate education committee approved a bill last week that would not only change the state tests

A few major areas I hope will receive attention during reauthorization are college / workplace readiness, including the promotion
of more rigorous standards; greater accountability at the secondary level; more sophisticated policy and greater accountability for improving teacher
effectiveness, particularly at the late elementary and secondary levels; a broadening
of attention to math and science as well as to history; and refinements in AYP to focus greater attention and improvement on the persistently failing
schools by offering real choices to parents
of students stuck in such
schools.
