of this situation is that urban schools teach poverty
students that relating to authority is a kind
of game.And the deepest, most pervasive learnings that result from this game are that school authority is toothless and
out of touch with their lives.What school authority represents to urban youth is «what they think they need to do to keep their school running.»
Flooding academic courses with underprepared
students may have had the
net effect
of driving the rigor
out of these courses.
School officials created an early warning system to identify
students in trouble and reached
out to community agencies to create a safety
net of services to help
students with health and home issues that interfere with learning.
For a district qualifying under this paragraph whose charter school tuition payments exceed 9 per cent
of the school district's

of a commonwealth charter school if an applicant, or a provider with which an applicant proposes to contract, has a record

of dropping
out of school based on predictors determined by the department; (vii) who have dropped
out of school; or (viii) other at - risk
students who should be targeted to eliminate achievement gaps among different groups
of students.
