leave law, women were much more likely to still be working nine to 12 months after giving birth when they've been offered
paid leave — instead
of having quit while they were pregnant.
In that same
study, small businesses were more enthusiastic about the law than large ones, perhaps because without state - mandated
paid leave, they would have a hard time matching the
paid -
leave benefits
of the more generous larger companies.
SOME employers are saving millions
of dollars with the return
of women who have been on maternity
leave into the
paid workforce, according to case
studies from the Affirmative Action Agency.
A survey
of New York City employers after implementation
of the city's
paid sick days law showed that more than 91 percent
of respondents did not reduce hiring; 97 percent did not reduce hours; and 94 percent did not raise prices as a result
of the law.26 In a similar
study from Connecticut, which passed a statewide
paid sick days law in 2011, employers also reported no effects or modest effects to their bottom lines.27 And an audit
of the District
of Columbia's
paid sick
leave law, effective in 2008, found that it did not discourage business owners from basing their businesses in the District, nor did it incentivize them to relocate their businesses outside
of Washington.28
Two
studies, one published in the Economic Journal in 2005 and another five years earlier, examined the results
of the steady climb in
paid leave in 16 European countries, starting in 1969.
According to Christopher Ruhm, the author
of the first European
study,
paid leave of about 40 weeks saved the most lives.
Studies of the economic impact
of existing laws sponsored by groups across the ideological spectrum have found that while the costs to employers
of paid sick
leave mandates tend to be low on average, they tend to be more significant in certain industries, like food services, where
paid sick
leave is less common and workers typically are younger.
As millions
of people across the country and around the world

However, given that all school districts in the United States are subject to No Child
Left Behind and many states have implemented their own accountability systems, this may be the most appropriate context in which to

The No Child
Left Behind Act imposes the wrong kind
of testing on schools, educators need better systems to interpret the test data they get, and the federal government should help

Students are granted membership
of IFoA while they
study, and employers often provide
paid study leave, sponsorship and contribution to
study materials as well as mentoring students.
