legalization of the cultivation and trade of recreational cannabis if this regulation were to protect human rights more effectively than a total ban
on drugs, as defined in the U.N. Drugs Conventions.
NHTSA also released the results of a
study conducted in conjunction with the State of Washington's Traffic Safety Commission of the effect of Washington's recent
legalization of recreational use of marijuana
on the prevalence of marijuana - positive drivers in Washington State, before and after retail sale of marijuana went into effect.
