Correlation does not imply causation, however,
and it would be important to use archival data to
study the introduction of specific policies regarding
teacher recruitment and retention to see whether these policies achieve more diverse teaching forces as a consequence — or whether diverse teaching forces achieved via these policies are more or less effective than are those otherwise observed.
This brief summarizes the results of a
study of the
recruitment, employment,
and retention of minority k - 12
teachers, examining the extent
and sources of the minority
teacher shortage
and offering evidence - based solutions to addressing the low proportion of minority
teachers in comparison to the increasing numbers of minority students in the school system.
I look forward to working with like minded, motivated, insightful colleagues who are also committed to supporting the Oakland community through quality
teacher retention and recruitment strategies, as well as
studying and advising the district to better utilize resources
and finances.

The findings from these
studies regarding the impact of
teacher residencies on
teacher recruitment and retention are promising, although more research is needed, especially with respect to
teacher impacts on students.
In fact, many of these topics are interwoven into our discussion of our three chosen levers,
and some — including
teacher and school leader
recruitment and retention,
and school finance — have been the explicit focus of several other recent Forum
study groups.
Throughout the Forum's history, its biennial
study groups have tackled such key issues as
teacher recruitment and retention, digital learning, accountability
and assessments, school finance, international competitiveness,
and how expanded learning
and afterschool opportunities can drive academic achievement.
In 1970, Henry Levin published the first article applying the economic principles of cost - effectiveness analysis to education decision - making in a
study addressing
teacher recruitment and retention.
