If you downloaded all the extra content on playstation plus, it wont appear on the list of downloaded stuff after you unpack it, it will be amongst your game add - ons or some such folder (havnt got my ps3 with me to check the official name) but should have been activated and be shown with the DLC when you log into the game, if not and you downloaded them, they should be on your download history and can always redownload and install them.

but in a way i sort of agree with you... i don't know how the gaming business works but it will be way easier focusing in one console (bugs and extra content) The PS4 and Xbox 1 are pretty different they might end up spending more money managing stuff between the two versions... oh and so far many people are hating the Xbox 1 so they might not sell many copies

For instance, if a game is released and it scores a 9.0... then a Game of the Year edition of the same game is released with all the content of the original plus extra stuff... one would expect it to score slightly higher due to the added value.

I will simply state that I agree with Benjamin and pso2love: omitting ANYTHING from localization is going to forever fracture the international community between local and JP servers, with users of the former being content with their version, and users of the latter playing to get all the extra stuff.
