I frequently
substitute oat flour for almond flour — cup for cup — in many recipes.
If you're not gluten free, you could
substitute the oat flour with all purpose flour, which should make them a bit lighter and fluffier.
And also Wondering if I can also
substitute the oat flour.
I know others will try to tell you to
substitute oat flour for regular flour when baking.

oat bran and used organic stone ground spelt
flour in place of the whole wheat.
