The UK has pledged to phase out
unabated coal power by 2023, and other countries
such as France and Finland have pledged to do so as well.
The Waxman - Markey climate legislation in the U.S., which contained incentives for CCS, failed to pass in the Senate in 2009, meaning
coal + CCS+EOR in North America can not compete with
unabated natural gas, even with government capital support (
such as from the U.S. stimulus incentives).
