Without the powers to reshape educational provision across an area to respond to changing demographic need local authorities have no realistic ability to meet their statutory duty to
ensure sufficient school places.
«Population changes are not a new phenomenon and local authorities, who are responsible for
providing sufficient school places, have traditionally been able to plan to meet rising and falling demand.
And yet top tier local authorities still have the duty to provide
sufficient school places and are held responsible for standards — both of which they can not control as more schools opt out of local authority control.
The report found local authorities have been able to provide «
sufficient school places to meet demand» so far (see image below).
